The Introduction

Governance systems are of paramount importance to national governments, international organizations, and all sectors of trade and investment. This is due to the economic crises and financial collapses that have plagued many countries worldwide, such as those in the United States, Russia, and East Asian nations. These events have demonstrated that a lack of good governance and management has enabled those in charge within various sectors to cause such crises. The increasingly accepted reality today, after all these events, is that adherence to governance principles largely determines the future and fate of entire national economies. Legal scholars also acknowledge that the legislative frameworks related to trade and investment matters have not been sufficiently robust to withstand the fierce winds of change. This has led to swift action to address this deficiency, with many countries enacting and issuing the necessary legislation to define the parameters of a comprehensive legal system for governance. Despite all this, legal research in the field of governance remains in its early stages, as it has not received sufficient attention from legal scholars, particularly in Arab countries. This prompted us to embark on this experience by organizing a unique international Arab conference on governance between the hammer of law and the anvil of administration.
